Creates an active tag definition owned by the authenticated partner. The stored identifier is the supplied key for the base organization and P{partnerId}_{key} for every other partner. The resulting identifier must be globally unused, the category must exist, and the title must be unique among the partner's active tags (case-insensitive).

Validation failed: a required field is blank, a field exceeds its maximum length, the key is malformed, the category does not exist, the resulting ID already exists (including a soft-deleted tag), or the partner already has an active tag with this title ignoring case.
